CROIX ROGER ALEXANDER LLOYD, PETITIONER, v. NANCY MERCEDES ESCOBAR, RESPONDENT. Case No. SX-2025-DI-00093 ACTION FOR DIVORCE ORDER THIS MATTER came before the Court for a hearing on July 10, 2026. Roger Alexander Lloyd ("Petitioner") filed, pro se, a Petition for Divorce with the Superior Court regarding his marriage to Nancy Mercedes Escobar ("Respondent") on July 28, 2025. The Petition states the parties were married on April 30, 2024, on St. Thomas and have no children born of the marriage. It further states that Respondent abandoned the marriage a year ago and cannot be located. However, according to the Petitioner, she was last known to be in Columbia. The Court granted Petitioner's request for service by publication. The Petitioner was ordered to publish notice of this action in a newspaper of general circulation in Colombia (determined most likely to provide her with notice) and to post at three public locations on St. Croix (determined most likely to give notice to third parties who might know her whereabouts and notify her.) In an April 14, 2026 letter to the Court, the Petitioner stated that he cannot afford to pay for publication. 1 At the July 10, 2026 hearing, Respondent reiterated that he could not afford the publication fee and provided documentation to support his assertion. The Court will not pay the fees associated with publication and is unable to waive the notice requirement. Petitioner must publish notice of this action for four consecutive weeks in any printed or online newspaper of general of circulation in Colombia, the last place the Respondent was known to reside. Alternatively, Petitioner may serve Respondent by certified mail (a much cheaper alternative); however, he must obtain and file proof of her receipt 1 He did not state why he had not or could not post.
